Indicators of Educational Effectiveness at TST

TST and each of its seven member colleges are accredited members of the Association of Theological Schools of the United States and Canada.

All degree programs offered at TST are fully accredited by ATS. Accreditation reviews of TST last occurred in 2011-2012, all of which re-affirmed the accreditation of TST and its member colleges. 
 TST is required to report to ATS by May 1,2014, to show cause why notation N4.10, "The school is unable to demonstrate the extent to which students have met the educational goals of the program, or the extent to which the degree program is meeting the needs of students or religious communities", should not be imposed. This is understood to be required in respect of TST’s advanced degree programs (Th.D., Ph.D., D.Min, Th.M., M.A.), in its ongoing development of measurable assessment procedures. TST has subsequently implemented more comprehensive assessment mechanisms in for its programs.

Quality Assurance
All TST programs offered conjointly with the University of Toronto are reviewed cyclically under the terms of the University of Toronto Quality Assurance Process (UTQAP). A UTQAP review took place in 2012.

The M.Div. degree was evaluated “above standard.” All other conjoint basic degrees were evaluated as “at standard.” The Th.M. degree was also evaluated as “at standard.” The MA and PhD were not designated to be part of the UTQAP review since they are not offered conjointly with the University of Toronto.

The Th.D. and D.Min. programs were evaluated “below standard” primarily because the reviewers found that the TST-wide coordination of doctoral education was insufficient in several areas, including planning and supervision. The reviewers did not take issue with the academic standards of the learning outcomes achieved by graduating students. The summary of the UTQAP review can be found here.

TST has worked assiduously, in collaboration with its member colleges and the UofT, to address the quality issues that were identified in the report towards providing degree programs of the highest quality. TST will report to the University on its further progress in the summer of 2013.

Research Doctoral programs (Doctor of Theology/Doctor of Philosophy) 
(Note. The Th.D. and Ph.D. programs at TST currently have the same requirements and are administered together.)

Completion. In the period 1999-2008, of 463 Th.D./Ph.D. students, 406 (88%) completed the program or were still in process and in good standing.

Placement.  In the same period, of 118 persons who had graduated at least five years earlier and for whom information was available, 69 (58%) had post-secondary teaching appointments and 30 (25%) had church appointments.

Placement comparison.  According to the “Auburn Study” [H. Blier and Barbara G. Wheeler, Report on a Study of Doctoral Programs that Prepare Faculty for Teaching in Theological Schools (2004-08) (Auburn Centre for the Study of Theological Education, June 2010), TST’s doctoral program is among the top twenty suppliers of faculty with research doctorates to all theological schools in North America.

Student satisfaction. In a survey of 99 Th.D./Ph.D. graduates 2002—2008 (except 2006), of 34 who returned questionnaires and responded to questions on student satisfaction, 30 (88%) said that if they were again at the application stage they would “definitely” or “probably” choose TST again.

Evaluation of achievement of program outcomes.  In a survey of the thesis supervisors of 150 Th.D./Ph.D. graduates, 1999-2008, completed responses for 79 doctoral graduates (49.7%) indicated “strong agreement” that graduates had met program outcomes. (The average score was 4.66 on a scale where 5 indicated “strong agreement” and 4 indicated “agreement”). Note: All graduates of the program pass an oral examination of their thesis by a panel which includes an external examiner and, in the case of Th.D. graduates, an examiner appointed by the University of Toronto.

Professional Doctoral program (Doctor of Ministry)
Completion.  Of 109 students enrolled in this program 2001-2010,
15 (13.8%) graduated
  7 (6.4%) are lapsed but eligible to complete
20 (18.3%) are lapsed and ineligible to complete
16 (14.7%) withdrew
51 (46.8%) were in progress

Placement.  The Doctor of Ministry program is an in-ministry program, and all students are employed in the practice of ministry.

Student satisfaction.  In survey responses from 17 graduates, 1999-2008, 16 (94.1%) said that if they could return to the application stage they definitely or probably would take the D.Min. again at TST. Of 31 students currently in the program, 25 (80.6%) said that they would choose TST again.

Master of Theology degree
Placement.  Surveys of graduates have not been returned in sufficient quantity to yield reliable results.

Student satisfaction.  In a survey of students in fall 2010, of 24 respondents, 79.2% said that if they were to return to the application stage to decide where to take a Th.M. program, they would definitely choose TST. Another 16.7% said that they would probably choose TST.

Academic Achievement.  The average grade-point average for the ThM graduating year 2011-12 was 3.75 on a 4.0 scale.
